Trustees adopt personnnel policy, table fire agency by-laws changes

MILAN - The Village of Milan's Board of Trustees tabled the proposed village fire department's by-laws at its Oct. 29 meeting. Trustee George Knotts commented, “This policy was just done a little while ago and there is no reason to change it again.” Keith Austin, fire chief, and Marcella Sandoval, village manager, both replied existing by-laws were created in 2007. The proposed by-laws are scheduled for action at the November meeting. Austin reported picking up a horse drawn pressurized fire extinguisher on a wooden wheeled wagon from a Santa Fe donor. “Milan Fire” is printed on the side and one wheel requires repairs.

The trustees unanimously adopted the proposed Personnel Policy. Trustee Ellen Baca said League of Municipalities training sessions recommend each municipality adopt its own and not “copy” another municipality. Bruce Boynton, legal counsel, advised policy updates every three years. The adopted document covers personnel policies, merit system, rules and regulations

Employee of the month is Mary Van Leer, transit employee. She drives the busiest route. The village office has received many commendations on her job performance from riders on her route.

Other topics discussed at the meeting:

• Audience comments were directed toward traffic safety issues on Berryhill Street. Increased vehicular and pedestrian traffic concerns residents. Many drivers are using Berryhill as an alternate route instead of Elkins. The Elkins Park is very popular with area children. Berryhill residents fear that recent traffic patterns may lead to a pedestrian injury. Raised pedestrian walkways, a new streetlight and speed limit signs were all suggested to trustees for consideration.

• Letter of resolution stating Milan's opposition to repeal of hold harmless legislation.

• Discussion of proposed closure of women's prison, which Sandoval stated, would mean the loss of 200 local jobs.
