MILAN - Enforcement of the utility hook-up ordinance sparked the largest number of trustees' comments at the Jan. 13 workshop. Village Manager Marcella Sandoval reported a number of unhappy residents had contacted her office. She jokingly warned Trustees Vivian Brumbelow, George Knotts and Ellen Baca that people might be calling them to complain about the process.

Earlier in 2009, Sandoval became aware the village was “in the red” for Waste Management services. She researched the problem and identified failure to pay water/sewer/garbage bills as the source. A number of households were one-to-three months delinquent. Last fall she brought this issue to the trustees. Following discussion, it was agreed the village would enforce the utilities hook-up ordinance.
After Wednesday's meeting Baca commented, “Gas and light companies don't carry customers indefinitely without receiving payment for services. There are exceptions under state law about utility disconnects.” She explained in the past four years, Milan has revised and updated village ordinances.
Sandoval pointed out the ordinance allows each household one delayed payment agreement per year. Baca said, “We know times are tough. If it's a real hardship, people should come in and talk with Marcella (village manager).”
